Today, Toro steps out of stealth mode to introduce its founding team, including Tim Arnold and Barry Shevlin — two industry veterans with deep roots in staffing technology and a history of transforming complex operational challenges into efficient, automated solutions.

Tim Arnold, best known in staffing circles as the founder of Fyre (acquired by Bullhorn and rebranded as VMS Sync), brings a fresh perspective gained from his extensive experience outside staffing. In recent years, he’s led AI and automation initiatives across industries like healthcare payment services and customer support, applying data-driven insights to complex service operations. His unique background has allowed him to see the current staffing challenges—particularly the need for increased team productivity and efficiency—through a new lens, enabling Toro’s innovative approach to solving these problems.

Barry Shevlin has been a key figure in developing the technology behind some of the staffing industry’s most widely used automation tools. Over his two years at Fyre and seven years at Bullhorn, he has been an integral part of engineering the systems powering the real-time integrations to Vendor Management Systems (VMS), job boards, and other business critical tools. With a wealth of experience integrating with those tools to over a dozen Applicant Tracking Systems (ATS), Barry’s expertise has shaped Toro’s architecture, enabling seamless, real-time data cleaning, syncing and analysis that directly addresses the challenges staffing firms face today.
